An AI voice generator turns written text into spoken audio, and many can also clone a voice. The best AI voice generator for most people in 2026 is ElevenLabs. If you need South African voices, Microsoft Azure AI Speech is the one service with verified South African English, Afrikaans and isiZulu voices. Here is how six options compare on published plans, prices and documented language support.

Why ElevenLabs is the best AI voice generator

ElevenLabs leads on what most buyers care about: natural-sounding voices, a large library, voice cloning and a studio that needs no code. Its newest model, Eleven v4, which ElevenLabs calls its fastest and most emotive, lists 93 supported languages, including Afrikaans and Zulu.

The free plan gives 10,000 credits a month, about 10 minutes of speech, which is enough to judge a voice on your own script. Starter at US$6 a month (about R98 before VAT) adds a commercial licence and instant voice cloning. Creator at US$22 a month (about R359) adds professional voice cloning and about 121 minutes of speech a month.

One gap: ElevenLabs does not list an official South African English accent. If a local accent matters for your audience, compare its voices with Azure’s South African voices first.

Which AI voices speak South African languages?

This is where the tools differ most. Based on each vendor’s published language lists:

  • Microsoft Azure AI Speech lists two neural voices each for South African English (Leah and Luke), Afrikaans (Adri and Willem) and isiZulu (Thando and Themba).
  • ElevenLabs lists Afrikaans and Zulu for Eleven v4, and Afrikaans for Eleven v3.
  • Google Cloud lists one Standard Afrikaans voice, and Afrikaans is in preview on its Gemini voices.
  • OpenAI says its speech model follows Whisper’s language support, which includes Afrikaans, while its voices are optimised for English.
  • Murf says it does not currently support a South African accent.

None of these lists includes isiXhosa, Sesotho, Setswana or South Africa’s other official languages.

AI voice over for videos, ads and courses

For a finished AI voice over file, choose a studio tool: ElevenLabs, Murf or Speechify Studio. Check the licence before you publish. ElevenLabs includes a commercial licence from Starter, Murf from Creator and Speechify Studio from Studio Starter. Their free plans do not include commercial rights, and Murf’s free plan does not allow downloads at all.

Murf suits narrated slides and training material, with Canva integration on Creator and PowerPoint integration on Business. Speechify Studio is the budget option: US$100 a year (about R1,632 before VAT) buys about 24 hours of voiceover, plus voice cloning.

AI voice text to speech for apps and phone systems

If you are building voice into an app, a website reader or a phone menu, pay-as-you-go APIs cost far less per minute than studio plans. Azure charges US$15 per million characters for neural voices, OpenAI charges US$15 per million characters on tts-1, and Google charges US$4 per million on Standard voices after 4 million free characters a month. For South African callers, Azure’s local English, Afrikaans and isiZulu voices are the natural starting point, and Azure offers its speech service in its South Africa North region.

What happened to PlayHT?

PlayHT appeared on many older lists, including ours. Meta bought Play AI, the company behind it, in July 2025, as TechCrunch reported, and the play.ht website no longer loads. It is out of this ranking. Resemble AI, also on our previous list, now centres its published pricing on deepfake detection, so it is out too.

A cloned voice can be used to deceive people, so treat cloning with care.

  • Only clone a voice you have the right to use. ElevenLabs asks you to confirm that you have the right and consent before instant cloning, and it allows professional clones of your own voice only, after a verification step. OpenAI’s custom voices need a consent recording from the speaker.
  • Tell listeners. OpenAI’s usage policies require a clear disclosure that the voice is AI-generated. That is good practice with any tool.
  • POPIA. POPIA treats biometric information as special personal information, which a business may process only with consent or under another exception in the Act, and it lists voice recognition among biometric techniques. If your business clones an employee’s or presenter’s voice, get written consent that covers how the clone will be used, and take legal advice.
  • Fraud. Using a cloned voice to trick someone into paying or handing over information can be cyber fraud under the Cybercrimes Act. If a call asks for money urgently, hang up and call the person back on a number you already have.

Questions people ask

What is the best AI voice generator in 2026?

ElevenLabs is the best AI voice generator for most people in 2026. It offers natural-sounding voices, instant voice cloning from its US$6 Starter plan (about R98 before VAT) and a free plan of about 10 minutes a month. If you need South African English or isiZulu voices, Microsoft Azure AI Speech has verified local voices, but it is a developer service.

Is there a free AI voice generator?

Yes, several have free allowances. ElevenLabs gives about 10 minutes a month, Murf 10 minutes without downloads, and Speechify Studio 600 credits, about 10 minutes of voiceover. Azure gives 0.5 million characters a month and Google 4 million on Standard voices, but both need some technical set-up. Free plans generally exclude commercial use, so check before you publish.

Which AI voice generator has a South African accent?

Microsoft Azure AI Speech lists South African English voices named Leah and Luke, plus Afrikaans and isiZulu voices. ElevenLabs lists Afrikaans and Zulu on its Eleven v4 model but no official South African English accent. Murf says it does not currently support a South African accent. Test any voice with local names and places before you commit.

Can I use an AI voice over commercially?

Usually on paid plans only. ElevenLabs includes a commercial licence from its US$6 Starter plan, Murf from its Creator plan and Speechify Studio from Studio Starter, while their free plans do not. For API services such as OpenAI, follow the provider's usage policies, which for OpenAI include telling listeners that the voice is AI-generated.

Is AI voice cloning legal in South Africa?

Cloning your own voice, or a voice you have clear written consent to use, is the safe route. POPIA treats biometric information as special personal information and lists voice recognition among biometric techniques, so a business needs consent or another legal basis. Using a cloned voice to deceive someone can be cyber fraud. Take legal advice before cloning anyone else's voice.

What is the cheapest AI voice text to speech?

For developers, Google Cloud Text-to-Speech is the cheapest on published prices: Standard voices cost US$4 per million characters (about R65 before VAT) after 4 million free characters a month. Azure and OpenAI's tts-1 both cost US$15 per million characters. For non-technical users, ElevenLabs Starter at US$6 a month is the cheapest paid studio plan here.

How Ranker works. Every product and provider is compared on public information and scored against the same published criteria. No vendor pays for rank or placement. One relationship you should know about: Zaiq, rated first among South African AI development partners, is a business related to Ranker, and that is disclosed on every page that rates it.
